The earliest stage in the innovation lifecycle, problem formulation, is crucial for setting direction in an innovation effort. When faced with an interesting problem, engineers commonly assume the approximate solution area and focus on ideating innovative solutions. However, in this project, NASA and their contracted partner, Accenture, collaboratively conducted problem discovery to ensure that solutioning efforts were focused on the right problems, for the right users, and addressing the most critical needs—in this case, exploring weather tolerant operations (WTO) to further urban air mobility (UAM) – known as UAM WTO. The project team leveraged generative, qualitative methods to understand the ecosystem, players, and where challenges in the industry are inhibiting development. The complexity of the problem area required that the team constantly observe and iterate on problem discovery, effectively “designing the design process.” This paper discusses the approach, methodologies, and selected results, including significant insights on the application of early-stage design methodologies to a complex, system-level problem.

Summary
Ecosystem modeling, a pillar of the systems ecology paradigm (SEP), addresses questions such as, how much carbon and nitrogen are cycled within ecological sites, landscapes, or indeed the earth system? Or how are human activities modifying these flows? Modeling, when coupled with field and laboratory studies, represents the essence of the SEP in that they embody accumulated knowledge and generate hypotheses to test understanding of ecosystem processes and behavior. Initially, ecosystem models were primarily used to improve our understanding about how biophysical aspects of ecosystems operate. However, current ecosystem models are widely used to make accurate predictions about how large-scale phenomena such as climate change and management practices impact ecosystem dynamics and assess potential effects of these changes on economic activity and policy making. In sum, ecosystem models embedded in the SEP remain our best mechanism to integrate diverse types of knowledge regarding how the earth system functions and to make quantitative predictions that can be confronted with observations of reality. Modeling efforts discussed are the Century ecosystem model, DayCent ecosystem model, Grassland Ecosystem Model ELM, food web models, Savanna model, agent-based and coupled systems modeling, and Bayesian modeling.

Objective.
Hospitalizations for acute bacterial skin and skin structure infection (ABSSSI) are common. Optimizing antibiotic use for ABSSSIs requires an understanding of current management. The objective of this study was to evaluate antibiotic prescribing practices and factors affecting prescribing in a diverse group of hospitals
Design.Multicenter, retrospective cohort study.
Setting.Seven community and academic hospitals.
Methods.Children and adults hospitalized between June 2010 and May 2012 for cellulitis, wound infection, or cutaneous abscess were eligible. The primary endpoint was a composite of 2 prescribing practices representing potentially avoidable antibiotic exposure: (1) use of antibiotics with a broad spectrum of activity against gram-negative bacteria or (2) treatment duration greater than 10 days.
Results.A total of 533 cases were included: 320 with nonpurulent cellulitis, 44 with wound infection or purulent cellulitis, and 169 with abscess. Of 492 cases with complete prescribing data, the primary endpoint occurred in 394 (80%) cases and varied significantly across hospitals (64%–97%; P < .001). By logistic regression, independent predictors of the primary endpoint included wound infection or purulent cellulitis (odds ratio [OR], 5.12 [95% confidence interval (CI)], 1.46–17.88), head or neck involvement (OR, 2.83 [95% CI, 1.17–6.82]), adult cases (OR, 2.20 [95% CI, 1.18–4.11]), and admission to a community hospital (OR, 1.90 [95% CI, 1.05–3.44]).
Conclusions.Among patients hospitalized for ABSSSI, use of antibiotics with broad gram-negative activity or treatment courses longer than 10 days were common. There may be substantial opportunity to reduce antibiotic exposure through shorter courses of therapy targeting gram-positive bacteria.

Introduction
Data collection is an important step in any investigation about the structure or processes related to a natural system. In a purely scientific investigation (experiments, quasi-experiments, observational studies), data collection is part of the scientific method, preceded by the identification of hypotheses and the design of any manipulations of the system to test those hypotheses. Data collection and the manipulations that precede it are ideally designed to maximize the information that is derived from the study. That is, such investigations should be designed for maximum power to evaluate the relative validity of the hypotheses posed.
When data collection is intended to inform the management of ecological systems, we call it monitoring. Note that our definition of monitoring encompasses a broader range of data-collection efforts than some alternative definitions – e.g. Chapter 3. The purpose of monitoring as we use the term can vary, from surveillance or “thumb on the pulse” monitoring (see Nichols and Williams 2006), intended to detect changes in a system due to any non-specified source (e.g. the North American Breeding Bird Survey), to very specific and targeted monitoring of the results of specific management actions (e.g. banding and aerial survey efforts related to North American waterfowl harvest management). Although a role of surveillance monitoring is to detect unanticipated changes in a system, the same result is possible from a collection of targeted monitoring programs distributed across the same spatial range (Box 4.1). In the face of limited budgets and many specific management questions, tying monitoring as closely as possible to management needs is warranted (Nichols and Williams 2006). Adaptive resource management (ARM; Walters 1986, Williams 1997, Kendall 2001, Moore and Conroy 2006, McCarthy and Possingham 2007, Conroy et al. 2008a) provides a context and specific purpose for monitoring: to evaluate decisions with respect to achievement of specific management objectives; and to evaluate the relative validity of predictive system models. This latter purpose is analogous to the role of data collection within the scientific method, in a research context.

Summary
Tectonic features on the satellites of the outer planets range from the familiar, such as clearly recognizable graben on many satellites, to the bizarre, such as the ubiquitous double ridges on Europa, the twisting sets of ridges on Triton, or the isolated giant mountains rising from Io's surface. All of the large and middle-sized outer planet satellites except Io are dominated by water ice near their surfaces. Though ice is a brittle material at the cold temperatures found in the outer solar system, the amount of energy it takes to bring it close to its melting point is lower than for a rocky body. Therefore, some unique features of icy satellite tectonics may be influenced by a near-surface ductile layer beneath the brittle surface material, and several of the icy satellites may possess subsurface oceans. Sources of stress to drive tectonism are commonly dominated by the tides that deform these satellites as they orbit their primary giant planets. On several satellites, the observed tectonic features may be the result of changes in their tidal figures, or motions of their solid surfaces with respect to their tidal figures. Other driving mechanisms for tectonics include volume changes due to ice or water phase changes in the interior, thermoelastic stress, deformation of the surface above rising diapirs of warm ice, and motion of subsurface material toward large impact basins as they fill in and relax.

In a seminal paper in 1963, Frederick S. Hillier alerted the finance community to the importance of including probabilistic information in the process of investment decision-making [4]. The method proposed and demonstrated by Hillier introduced the use of additional information regarding the probability distributions governing three measures of investment merit: present worth; internal rate of return; and uniform annual cost. He showed that by assessing investment merit only on the basis of a measure of central tendency, crucial information regarding dispersion, hence risk, was ignored and investments were not evaluated accurately. By incorporating the amount of risk involved in terms of the probability distribution of the present worth, the internal rate of return, or uniform annual cost, a firm's management can make more sound decisions regarding risky investment proposals. Since this important paper was published, a virtual revolution has occurred in finance, particularly in the area of risk assessment. Indeed, under modern capital asset pricing theory, the dispersion in the probability distribution of future cash flows is an irrelevant statistic. Instead, as the theory goes, a project's systematic risk, as indexed by its “beta,” is the only relevant measure of risk. This disparity between modern capital asset pricing theory and the type of analysis that follows from the Hillier approach will be addressed in detail in Section III. We will show that under conditions in which dispersion is regarded as the relevant measure of risk, the Hillier approach provides a reasonable approximation of the dispersion arising from the multiperiod framework.
